This text, written by Nguyen Be, outlines the philosophy behind the Revolutionary (more commonly known as the"Rural") Development Cadre program, a social-civic organization created by the Republic of Vietnam for the development of establishing community welfare infastructure in the rural regions of South Vietnam, such as schools, hospitals, roads, as well as the education and distribution of material provided by the government. The RDC was the Republic of Vietnam's principal communal development project. However, the organizational also served a security and intelligence gathering role. This English version of Nguyen Be's text was printed in limited numbers in 1969. The text is over 100 pages, a sample of which is shown below.
